Carly Pope's character in "Arrow" Season 5, Susan Williams, has been both intriguing and bland for a lot of viewers. On one hand, people are asking her true intentions, given the things that have transpired; on the other, her character, as it is currently, is just boring to watch.
According to a report from Autumn Kelly of iDigitalTimes, Williams is not just a really good reporter who is looking to expose Oliver Queen's (Stephen Amell) secret. Her being a reporter is just a cover up for something bigger.
Kelly theorizes that it's possible that Williams is an undercover agent for Bratva. Though Queen is in good terms with Anatoly (David Nykl), as seen in the "Bratva" episode, Anatoly also made it clear that Queen would eventually have to pay for leaving the organization.
Kelly adds that the "Bratva" episode also showed that Williams had connections with Anatoly. The prolonged vodka bottle shot showed Williams and Anatoly both had the same bottles of vodka, plus Williams also implied that she knew Christopher Chance, even acquiring a photo of Queen in the same place Chance acquired his.
Aside from being undercover for Bratva, Kelly said that Williams could also be undercover for the Kovar organization or even a relative of Kovar. If Queen ended up killing Kovar, that could be a motive for both Prometheus and Williams to get back at Queen.
Though these theories add intrigue to Pope's character, the Susan Williams that people are currently watching doesn't add much excitement to the show, according to Derek Stauffer of BuddyTV. This is because "Arrow" has yet to give clear enough reason for Williams to exist in the show.
Stauffer said that, though the show has been dropping hints about Williams, it doesn't take the audience to a place where the show hadn't been for many times already. Williams finding out about Queen's secret identity, Green Arrow, is not that dramatic anymore, considering that both Queen and Green Arrow are enjoying great popularity from the public.
Her other discovery about Queen having ties to the Bratva, also won't have a lot of bite when she exposes it. Because she has known this knowledge for a long time already so exposing it now wouldn't have the same effect.
Stauffer said that with all of the knowledge Williams possess about Queen, it's a wonder she hasn't written a story about it yet, which means it's possible she is working with Prometheus or she could even be Prometheus herself. He did say that watching an evil Williams would be fun to watch, but this latest twist won't be impactful anymore because people would expect it already.
