A man was arrested after police found his toddler daughter in a metal dog cage in their home and his 4-year-old daughter naked outside during a cold afternoon.
The Los Angeles Times reported that William Todd Lewallen, 47, was arrested for alleged child neglect.
The AP reported that the police found the man asleep on a bed and on drugs and alcohol. A neighbor called the police in Tulsa, Oklahoma where they live after they found the 4-year-old outside naked and got no response after knocking on his door.
The Los Angeles Times reported that the neighbor wrapped the young girl in a blanket and took her to his own home. When officers arrived and looked inside the house they saw the younger daughter in a dog cage.
The AP reported that the police forced their way inside the house and found the 18-month-old covered in feces and another 3-year-old asleep in another room. Officer Leland Ashley, Tulsa police spokesperson, said to the AP that the man was asleep on his bed , "in an alcohol- or narcotics-induced stupor."
The Los Angeles Times reported that when Lewallen was interviewd by police, he said that he had taken several Oxycontin and drank a beer.
The children have been taken into police custody by The Oklahoma Department of Human Services. The Los Angeles Times reported that a man by the same name was arrested for possessing materials to make amphetamine and he received probation in which he was not allowed to use drugs or alcohol.
"Court records also hinted at a tough life, saying Lewallen dropped out of school after junior high, was living on disability, had five children and had just $69 in cash, plus a bank account too dry to hire an attorney in the Oxycontin case," reported The Los Angeles Times.
Neighbors said that the man and his wife had moved in a few weeks prior.
