It wasn't revealed, however, how Amell will make his appearance in the series, putting a bigger question to whether he still lives or if fans are about to see a co-existing version of him from another universe. Nevertheless, he'll be returning in the winter episode as reported.
On the other hand, Rick Cosnett have also confirmed his return as Eddie Thawne in the third season. He was also around in the second season, though only for a brief moment after The Flash went back in the past.

The last time, fans have seen Thawne was in the Season One finale, where his character ended up killing himself in the process of protecting those he loves. It was crystal clear that Eddie shot himself in the chest, making sure that the Reverse Flash will never exist in the future and stopping Eobard from being born.
However, it would seem that his sacrifice was in vain as Reverse Flash made his return. This was both good news and bad news as the same method could also be applied to Eddie. The possibility of an alternate Eddie from a different universe is also one way to look at it.
